Pick the right encoding
Use URL component encoding for a query value, not for an entire URL. Base64 is useful for binary data or URL-safe tokens, but anyone can decode it.
Scan with permission
Image scanning reads the selected file locally. Webcam scanning needs browser camera permission; the browser presents the permission prompt when you start it.
